Independent Emissions Market Advisory Committee (IEMAC) 

The Independent Emissions Market Advisory Committee (IEMAC) was established by Assembly Bill 398 in 2017 to analyze the environmental and economic performance of California’s cap-and-trade program and other relevant climate policies. It reports its findings to the California Air Resources Board and the Joint Legislative Committee on Climate Change.

The committee is made up of five experts on emissions trading market design, including three members appointed by the Governor, one appointed by the California State Senate’s Senate Rules Committee, and one appointed by the Speaker of the California State Assembly. The IEMAC also includes a representative of the Legislative Analyst’s Office. As required by section 38591.2 of the Health and Safety Code, it meets at least once a year.
